During the first two weeks of a low carbohydrate diet plan, you are restricted to 20 grams of carbs a day. If you follow the plan to the letter, your body will go into a fat burning mode called ketosis. You also might find that if you don't take fiber supplements that you'll probably be constipated. If you get to the point where you have no carbs and no fat left to burn, your body might start using protein for fuel. This releases uric acid into your bloodstream, which can cause kidney damage over time.

Your body actually needs 130 grams of carbs a day, but after the first two weeks, you still only get 60 grams a day. So your body is burning tohse 60 grams a day just keeping you going. Then when you work out, you don't have many (if any) carbs left to burn. So instead of burning carbs in those first 20 minutes of exercise, your body starts burning fat. In a nutshell, a low carb diet burns fat, but exercising while you're on a low carb diet makes your body burn even more fat.
